Dominica Tries To Recover Ground
Since its removal from the FATF blacklist, Dominica has been trying to redefine and reposition itself in the offshore world, offering economic citizenship and other offshore services. In the meantime, its clean status was given a boost last month by the discontinuance by the United States Treasury of its financial advisory in respect of Dominica.
It appears that the authorities are desirous of promoting Dominica as a jurisdiction which offers a wide spectrum of offshore services. Some offshore services providers are of the view that the country should instead focus on a few areas where the country appears to offer greater advantages. Among these are economic citizenship and internet gaming.
Dominica's economic citizenship passport more valuable
The insecurity which is now casting its dark shadow all over the world makes processing a Dominican passport for economic citizenship even more advantageous. Recent events have brought unwanted attention to citizens of certain developed countries as well as certain third world states.
For the former, the risk of being singled out for attack has certainly increased. For the latter, the hastles of travel have also increased. Travelling on a passport of Dominica a relatively unknown and certainly uncontroversial country - may well be a solution to these problems.
But note this - Persons with bona fides interest will not be deterred to learn that the current state of insecurity means that even more stringent background checks are now being done in respect of applicants for citizenship.

Dominica's Budget Concerns
The Government last week announced that the presentation of its 2003-2004 Budget which was orignially scheduled for June 18th, has been put back by a week. The reason given was the failure of the Government and the IMF to reach an agreement on measures which would allow the latter to give budgetary support to the Government. A major source of Government revenue, amounted to a long awaited affirmation of Government's support for the continued existence of the programme.
Dominica is in the throws of a deep economic crisis and the Government considers IMF support to be an essential prerequisite if it is to return the country to financial health. The Government, however, fears that the conditions being suggested by the Fund would lead to unbearable social and economic hardship in the short term.
